Board members are elected by a vote of the people. They are compensated with a $100 per month compensation as long as they attend at least one or more noticed board meetings during that month. 

The District provides health insurance coverage to each Board Member and one dependent, On July 16, 2019, the HVLCSD Board of Directors elected to contribute 5% of the cost of their insurance premium for budgetary purposes.

Vacancy notices are published in the local newspaper and public bulletin boards.
